OPERATION TIMEX LEADS TO NUMEROUS CHARGES
The York Regional Police Drugs and Vice Enforcement Bureau recently conducted a week long by-law blitz on body-rub parlours and adult entertainment establishments in the towns of Markham and Richmond Hill and the City of Vaughan.
Operation Timex, which took place the first week of December, 2004, was a joint initiative between uniformed officers, Criminal Investigations Bureau personnel, street crime officers and municipal by- law enforcement officers.
Officers encountered a variety of by-law infractions including unlicenced body-rub parlours and unlicenced owners, operators and attendants. On a number of occasions, they located attendants and customers who were nude or involved in sexual contact. Prostitution-related charges were laid for being an inmate of a common bawdy house at several locations in Vaughan. These were in part connected to past investigations and the failure of owners and operators to cease illegal activities occurring within their establishments.
In total, 73 locations were investigated during this initiative and 131 charges laid. A breakdown is as follows:
• 119 municipal by-law charges
• 11 criminal charges, including nine prostitution and two drug charges
• One provincial offence
The criminal prostitution-related offences were laid at the following establishments:
• Fantasy Spa – 4040 Steeles Avenue West, in Vaughan
• Creditstone Spa – 400 Creditstone Road, in Vaughan
• Orchid Spa (formerly known as TLC Spa) – 2104 Highway 7 West, in Vaughan
York Regional Police reminds the public that prostitution-related activities occurring within body-rub parlours and adult entertainment establishments are illegal and those customers who choose to participate are subject to criminal charges and prosecution themselves. Body-rub parlours that provide services other than for therapeutic purposes are required to be licenced by the municipality in which they operate.
