Avon spa owner under investigation for allegedly operating illegal massage parlor - 13WHAM-TV

Avon, N.Y. (WHAM) — The operator of what's described as an unlicensed spa in Livingston County is now the subject of a police investigation after numerous complaints from the community.

Neighbor Michael Raynard tells us he has filed countless complaints about Candigirl Sensual Massage Parlor, located on Park Place in the village of Avon, for using the spa for sex acts and promoting those services online.

Avon has been home for Raynard for as long as he can remember, but things have changed since he was a child.

"We have kids and elderly people walking by here because it’s a beautiful place to walk," said Raynard. "They shouldn't be five feet away from an alleged massage parlor, where illegal activity is going on."

The heart of Avon is most known for its various businesses, all in walking distance. Mayor Robert Hayes does not welcome what he believes is going on at the spa.

"This is within 1000 feet of a school and childcare facilities," Hayes explained. "We want to make sure this is addressed swiftly."

Hayes also says the spa operator has been able to run what he calls her illegal business using "backpage-type" websites to advertise the services.

"One thing I’ve done personally is make sure that under our direction that patrol and nightly patrols have stepped up considerably," Hayes said. "We have high priority to make sure that our patrolman and our police department is highly visible in this area."

Back in the neighborhood, Raynard says he's submitted surveillance video to police, along with the numerous complaints.

"Crime doesn’t sleep," he said. "Believe it or not, Sundays are a busy day. That’s the only day on the website that shows they are closed, but they’re not closed."

Clips from his personal security cameras he's been using to record activity around the spa since January show the nightly traffic just feet from his front door.

"I was born and raised here," Raynard said. "I walked the streets here, and I want the other kids to have the same opportunity to walk the streets here and have fun."

Hayes tells me the town is working with the state division of licensing to address this alleged illegal operation. The spa operator has not been charged at this time.

I spoke with the spa operator Friday, and she denies any illegal activity at her business.

The Avon Police Department would not speak on camera about the ongoing investigation.
