Bath's code enforcement officer Scott Davis, says the act of rubbing oil on customers would qualify the business as an "adult relaxation spa," and adult businesses are not allowed in Bath's commercial zoning district.“To be a legitimate spa business, you have to have state licenses. So I asked the owner if his masseuses were licensed or not, and he said no, and that by itself makes you an adult business. If you have unlicensed licenses, and then I issue the order, and hopefully that's the end of the story,” Davis said. The business has not appealed the cease and desist and they have been cooperative in staying closed, Davis said. The owners of the spa did not respond to requests for comment Wednesday.
