The city might also have laws about outcall massage or adult entertainment.
Of course you'd need permission from the apartment complex owner (who will probably take a cut) and insurance. Make sure the insurance covers outcall or massage performed outside your office of business.
Massage is typically performed in some privacy (aside from sports massage and chair massage). You may want to check with the state board and the local officials to see if they have a problem with it being done out in the open.
The city may have a problem with a business being operated in a residential complex. You'd need to check with business licenses and zoning. You need to get that right because if someone falls, your insurance might be worthless if you're operating illegally.
