Washington's Department of Health is "opening an unlicensed practice complaint" against Golden Year's Oil Spa and its owner, following a KHQ investigation that discovered the parlor did not have a massage license with the state.
"I saw your story on the KHQ website. We have no record of anyone under that name for any type of license," a DOH spokesperson wrote in an email. "We're opening an unlicensed practice complaint against Guihong Chen. The next step will be to evaluate whether the complaint warrants an investigation."
If an investigation occurs, Chen would most likely be issued a cease-and-desist order for practicing without a license. This would result in an order to pay a fine.
There is no timetable on how long the complaint will take, nor is there a guarantee an investigation ever occurs.
KHQ investigated a series of text messages offering sex from a phone number, which is the business number for Golden Years Oil Spa in North Spokane. The owner of the massage parlor, Guihong "Amy" Chen, said she bought the parlor in March. Business records obtained by KHQ confirm Chen took over the parlor in March 2020.
Chen and an associate, who called himself Andy, denied any sexual activity taking place at Golden Years Oil Spa (also known as Golden Years Massage).
"We walk straight. We don't care what anybody says: we just do massages. No sex," Andy said.
While our crews were at the parlor, both Andy and Chen called someone on the phone, who they referred to as "boss."
That "boss" is Kelan Johnson, a man at the center of a years-long investigation into multiple massage parlors he owned in the Spokane-area. Investigators with Homeland Security and the Washington State Patrol found evidence of sex trafficking and prostitution inside Johnson's parlors in 2018, according to court documents.
Chen claims Johnson sold her the parlor, which was previously named '3 Pier Oil Spa.' She showed us a document written in Mandarin Chinese and English, which indicates the sale occurred on March 16.

Chen and Andy claim Johnson collects rent because they're under the impression he's the property owner. Johnson does not own the property, according to business and property records.
"You pay Johnson first, then Johnson pays the money to another guy again," Andy said.
When we talked to Johnson on the phone, he called Amy and Andy liars, using racial slurs to describe them. He also called the U.S.A. "garbage" and called the 2018 investigation a sham.
