by "chat" do you mean meet new people and chatting to them or chatting with people you already know - friends, family, etc. in which you need their email, or some sort of identification of theirs.
So, if you want to meet new people, then why don't you try places like:

- www.tinierme.com
(these websites are great for kids as they have lots of games to play, and you can meet new friends)
OR
if you want to chat to people you know, just like msn, you can use websites like:
- www.ebuddy.com
- www.meebo.com
- www.iloveim.com
(these websites require you to set up an account, and you use these details every time you log back in)
