Talking to a couple of owners in these 3 plazas. It seems some owners either through ignorance or just plain dumb do not have any sort of licence to operate the business.

The whole thing seems to be a big mess. From zoning issues to business licence issues, some of these owners seems to think running a business is just opening the doors without having to get the legal part done.

Well they've already spent so much money on renovating and time to build the business, must as well operate till they get officially kicked out. Not like they have anything to lose at this point. Their investment has basically been ruined due to poor governance planning by the councils.

I wouldn't totally blame counsel on this one.

As a business owner you should do your due diligence and look into zoning and licenses. Yes I admit alot of these owners don't know the laws and / or can barely read english. But they could have easily hired a lawyer.

The city let it slide for a long time. Permits were never taken out for any of the renos most likely. Fire inspections and health and safety none of them have been done.

The landlords also negligent on asking what they are operating and asking for proper licenses.

This was bound to happen eventually.

Purely speculation but that seems to be the date floating around as the deadline for spas to either get properly licensed or close doors. Some spas likely will still stay open and run the risk of getting a hefty fine.

Don't worry, folks... if these spas were allowed to flourish all this time, do you seriously think the spa owners & operators won't allow for some entertainment behind closed doors? Old habits die hard.
They just cut back on the advertising. The licensing issue will still block some of their activities (in terms of disqualifying some attendants for sure), but those "RMTs" will certainly engage in extracurricular activities as long as the doors are locked & the walls are soundproof.
And besides, there aren't enough cops in York Region and other municipalities to track everybody down. It's a calculated risk. But when they do catch someone, there could be hell to pay. Discretion is the name of the game nowadays. Beware of undercover cops though - they do exist!

One day perhaps you will understand there is no home land for racist ass holes. I can only hope that when and if the government of Canada ever settles all the treaty land claims in Southern Ontario that your little piece of pie will go back to its rightful owners who are non white.

For sure some of them will stay open and risk the fines, but the girls won't.

One fine every now and then is nothing. But when they get a fine every other week or every week the girls will feel the pinch and leave. A spa without any girls ain't a spa anymore

I’m just remembering back about 5-7 years ago. A Markham spa owner said bylaw told her she can’t represent her place as a massage place since she wasn’t registered. Bit referring to the service as body treatment was ok.
This was Michelle at EM.

I remembered that one. I was at JR at that time and we have to change all the wordings on price list as body treatment. We were told the term massage is only for RMT lic holders.

Santosa says legit massage only. It won't work. Miight be okay in Vaughan like Reinella, not in R Hill.
By law was at EB today and they told us we can't even operate as Foot and Head massage. They said any kind of massage needs lic and all employees must have one. Good luck with that.

They don't need cops to enforce the licensing.

Quite simple. They send a letter to the unit owner saying their tenant dont got the proper licenses and such. Tell the owners to force the tenants to get licenses or the owners get a hefty fine,.not a few thousand dollars but 50-100k.

If the owners fail to comply. Then shit hits the fan. Once an order to comply is issued. You're pretty much screwed. It's goes on title and you not only can't sell it or lease it.
