Change for the sake of change didn’t work out so well for lots of the people down south. I mean, ask anyone that’s a visible minority. Or anyone that depends on the social contract (eg education, clean drinking water, health services - as shitty as they are..)

Permanent Immigration will be from 350,000 to 420,000 which is still very high. Then another 4-5% for temp workers.

It's not just about population growth, it's also about balancing services and resources for the population.
