Guess what? The rooms in Ontario are private places too, just like anywhere else in Canada. All that means is that communicating for the purpose of prostitution is legal (although it may not be to the liking of the one hearing the proposition).
What the various GTA police services seem to be more active in enforcing are the bawdyhouse parts of the Criminal Code. Simply put, if more than a single, paid for, on purpose sex act takes place in that private room, just about anyone anywhere on the premises—and maybe a couple of folks off-premises—are in danger of criminal prosecution. Assuming, of course, that the police are interested in and able to collect sufficient evidence for the charges.
